In this area the designed is to build a bathroom (toilet and sink) and beside it a wet bar. Your looking at the fabric and on the floor a rough in plumbing.
Removing the the 2 by 4s and fabric to start the process by laying out the plans on the floor.
Laying down the 2 by 4 pressure treated wood per blue print, upper left side is where to toilet will be.
Using 3 inch lead anchor to secure the bottom plate to the floor.
